Must provide evidence of registration as a senior in a recognized institution to be admitted in the examination, and must secure evidence of graduation or its equivalent before being considered for appointment. Knowledge of: General economic conditions and trends; California industrial, labor, business and agricultural conditions, trends, employment practices, and employment and training requirements; factors affecting labor supply and demand; labor, management, employer, and governmental organizations concerned with the Department's programs; provisions of State and Federal laws and services available to veterans; problems of economically disadvantaged individuals, groups, and communities; scope and availability of programs and services designed to alleviate social problems through employment and training processes; automated data systems; principles of unemployment insurance; and interviewing techniques utilized in claims determination work including adjudication.

Ability to: Interpret and apply provisions of the California Unemployment Insurance Code laws, rules, regulations, policies, and procedures; regulations, policies, and procedures of the Department and the U. Department of Labor relating to unemployment insurance benefits, employability, placement, and training programs; gather and analyze data and reason logically; comprehend written material and interpret and apply rules and instructions; communicate effectively; utilize automated data; analyze situations and take effective action; accurately secure, evaluate, analyze, and record facts; establish and maintain cooperative relations with those contacted in the work; gain the confidence of all customers-employers, the public, and community organizations; market the Department's services; and relate to members of all ethnic and racial groups and be sensitive to customer and community group needs.
