Possible duplicate of What characters are forbidden in Windows and Linux directory names? Not sure how this could be considered a "recommendation for books, tools, software libraries, and more". It's clearly asking what the allowed characters are for a variety of filesystems, something that's quite handy if you're looking to use a common base.

I see this as no different than asking what any specific limitation is. I suspect the recommendation reason for closure is more suited for actual requests for recommendations, such as "What's a good book for learning Python programming?
